Construction Surveillance Technician

OVERVIEW
The Construction Surveillance Technician (CST) plays a critical security role in monitoring construction activities at NSWC Corona Division facilities, particularly for Sensitive Compartmented Information Facilities (SCIFs) and restricted access areas. They are responsible for enforcing Intelligence Community Directive (IDC) 705 security protocols, ensuring that only authorized personnel and materials enter secure areas. This role is essential for protecting classified infrastructure projects from unauthorized access, security breaches, and potential threats. CSTs provide continuous surveillance, access control, and incident reporting while strictly following Navy security and safety procedures.

TASKS
The Construction Surveillance Technician is responsible for ensuring security compliance at construction sites, specifically those operating under Intelligence Community Directive (IDC) 705. Responsibilities include:

Security and Access Control:
Provide security escort services for personnel without clearance for unescorted access.Strengthen site access measures by implementing detailed screening and inspection procedures.Enforce compliance with security policies regarding Portable Electronic Devices, photography, and non-Navy IT devices.Construction Monitoring:
Continuously observe construction activities and personnel to ensure adherence to security protocols.Follow the Construction Security Plan (CSP) and prevent unauthorized access.Report any concerns to the Site Security Manager immediately.Training and Safety:
Adhere to construction safety protocols and wear Personal Protective Equipment (PPE)
QUALIFICATIONS
Education and Experience:
A minimum of an Associates Degree in Construction Management. Bachelors degree in Construction Management preferred.ICD 705 Construction Surveillance Technician (CST)Five (5) years of experience in construction surveillance, military security, or site access control.Significant background in construction.Skills and Requirements:
Knowledge of Intelligence Community Directive (IDC) 705 regulations related to construction security.Experience with screening and inspection procedures for individuals and materials entering secure areas.Familiarity with security procedures for handling classified information and preventing unauthorized access.Strong attention to detail and vigilance in monitoring personnel and construction activities.Security and Compliance:
Must be a U.S. citizen.DoD SECRET clearance is required.Compliance with OSHA construction safety protocols and ability to wear required Personal Protective Equipment (PPE).
