JobSummary:
The Construction Field Supervisor will report to the UtilityConstruction Manager and will be engaged in the project during the constructionphase of Construction Projects for substations and transmission lines throughfinal commissioning and closeout phases. Below is list of activities theConstruction Field Supervisor may be involved in throughout the life cycle of aproject from initiation to final commissioning and closeout. Project scopes vary as will the roles of aConstruction Field Supervisor for each project.
JobDuties and Responsibilities:
• Participate as a member of project teams toassist others in the development of project scope, project cost estimate,project schedule
• Participate on site field / scope visits
• Assist others in developing schedule includingcritical paths
• Assist others in developing detailedconstruction plans and identify outage requirements to implement new facilities
• Assist in developing construction contract bidpackages; review responses and participates in vendor selection. Attend pre-bid meeting with contractors
• Participate in design constructability reviews
• Participate in developing a detailedconstruction plan, which includes a list of outages, exact work dates, andconstruction resource requirements
• Ensure that contractors are in compliance withUtility Company mandated safety training
• Coordinate with survey and soil boring crewsas needed
• Ensure all necessary permits from ROW and orEnvironmental groups are in place prior to the start of construction
• Participate in Contractors PreConstruction/Safety Kickoff meeting to outline what is expected of contractor
• Ensure contractor inventories all materialdelivered to site. Work with contractdesign engineers when deficiencies are noted
• Safety - Tailboard conferenceattendance/review, JSA development/review, observations/hazard analysis,monitor contract crew members to have Substation Awareness training, monitorskills abilities of contractors for task, mental and physical state, publicexposure, accident/incident reporting
• Monitor and report theft or illegal activity
• Ensure contractor activities do not compromisesystem reliability
• Ensure expected quality is achieved bycontractor in field
• Ensure project work is maintainable by theUtility Grid Operations at end of project
• Ensure project work does not hamper the GridOperations maintainability of existing equipment at site
• Protect the Utility position in relation toenvironmental issues
• Coordinate with Environmental Contractors onthe sampling and removal of oil from devices taken out of service
• Coordinate with the Utility EnvironmentalGroup and specified Contractors on any environmental concern and/or clean-upactivities due to spills of any type
• Coordinate with the Utility EnvironmentalGroup and specified Contractors on all Storm water Management activities
• Ensure that SWMPP (substation work managementproject plan) is in installed andmaintained as designed
• Ensure that SPCC (Spill Prevention Controls& Countermeasures) are in effect and maintained properly.
• Identifies and addresses all project safetyhazards and environmental concerns. Responsible for monitoring and routinereporting on project construction schedule and cost
• Perform quality assurance checks duringconstruction
• Ensure that SWMS (substation work managementsystem)/Asset Data forms, and corresponding photos are completed for allequipment being installed and/or removed
• Monitor schedule and progress versus requestedin service date
• Ensure contractor returns excess material tostores and that it is credited to the job. "Follow the Material Return Process"
• Work with investment recovery in the salvageof conductor. "Follow the InvestmentRecovery Process"
• Be with the construction crew first thing inthe morning to kick off the work day
o Ensure theSafety of self, public and all team members
o Proactivelyidentify and address safety issues and provide input to mitigate the hazards
o Assist increws JSA and Tailboards
o Discusswork activity for the day
o Discussany material issues
• Be Environmental Stewards
o Ensurepermit requirements are adhered to while performing work
• Work with engineers to:
o Provideinput to scopes, estimates, schedules, constructability meetings
o Coordinatematerial deliveries and landowner access
o PerformQA/QC activities on all phases of the project
o Logconstruction progress and keep field notes
• Ensure as-built documentation is done and workcomplies to Utility Company Standards
Qualifications(Knowledge, Skills and Abilities):
• Requires ten (10) to fifteen (15) years'experience in the Electric Utility Transmission or Distribution.
• Must be knowledgeable and be able to interpretand cite OSHA regulations and provide guidance to construction crews and uppermanagement on the proper application of these regulations in the workplace.
WorkingConditions:
• Work is primarily conducted at ProjectConstruction Sites within Utility Company service area (may require occasionaltravel to other services areas). Thismight include electric Substations, Transmission and Distribution lines.
• Interaction with other team members, as wellas supervisors and client personnel.
• Must be able to wear safety equipment asrequired by the safety department for personal protection.
• May be at more than one job site in a day andmust be able to tolerate climate changes.
